There is an elevated risk for travelers in India. Terrorist attacks by organized or unorganized groups can occur at any time and any place in India. In the past, targets have included public places, hotels, popular tourist locations, and Indian political and security interests.

Violent protests and demonstrations occur frequently throughout India. Large religious gatherings, which can attract hundreds of thousands of people, can result in dangerous and often life-threatening stampedes. Avoid areas where demonstrations take place. Avoid large crowds and political or religious rallies, as travelers can easily become caught in unexpected violence.

Travelers should always practice good security, be constantly aware of surroundings, and keep a low profile.

Women should be especially careful when traveling in India. Women traveling alone or even in groups are often targeted with unwanted attention, lewd and suggestive comments, and harassment or assault.

Armed robbery, kidnapping, extortion, and terrorism-related incidents are common in Assam, Nagaland, Tripura, and Manipur states. Foreigners should reconsider travel to these areas.

High-Risk Areas

High-risk areas include Jammu and Kashmir. There is an ongoing dispute between India and neighboring Pakistan in this region. Western governments highly recommend that foreigners avoid travel to these areas because of the threat of terrorist activity and violent clashes of civil unrest. Attacks often involve explosions, targeting of tourists and tourist buses, or kidnapping.
